Windows Azure and WSUS

Hello,

Issue Background:
I have a network with a WSUS server that controls the updates that are pushed to the clients. After seeing the updates that were pushed out yesterday 8-13-2014 I downloaded them to a test computer to check and make sure that none of the updates would effect any of the client applications. While there were no conflicts between the updates and the applications and hardware that we have I did notice something peculiar. What I saw was that there was a new shortcut on the start named "Microsoft Azure Services" which I found surprising due to the fact that I have a rule in-place that denies any updates from azure. This site is nothing more than a promotion of the azure products and services. I went through the installed updates on the test machine and could not find any updates that said they were related to the azure product.

My Concerns:
I really can not have this pushed to the clients.

My Question: 
Why is it that I have a rule in place that denies anything to do with azure and I still get the update pushed to the clients?
